After reading Khusbu's bichar in the link posted, I think that "Chari" may have tried to reform and that's why he got killed.

I have seen many instances in Nepal that खराब मान्छे are not punished or encountered by police. Most criminals are let go either by police or by court. I know this first hand as my land case is going on in the पुनराबेदन अदालत since last 4 years. I won in District court and the Neighbor had no proof. But the पुनराबेदन judge accepted this case. Now again the neighbour is trying to make this case elongate may be he is hoping that he'll manage to get the corrupted judge to rule in his favor. I am yet to see how judge in Nepali court will give फैसला to a guy who has no proof that our land is his land. हुनत फर्जी कागज छ त्योसंग तर त्यो पनि नहेरी judge ले पुनराबेदनमा case accept गर्यो |

Against this backdrop of Nepal, I can't imagine that suddenly the system of Nepal has gone all इमान्दार |
let's see if atleast they catch any other criminals like Chakre Milan and Deepak Manange.
