Hi friends,
If a person has an already pending case (marital based) with the USCIS...will this affect the processing of the edv if he wins the dv lottery?? Any kind of information on this matter will be highly appreciated!!

No, winning a DV lottery doesn't affect your pending petition with USCIS.

Since your marriage based petition is still pending and the visa hasn't been issued yet I would say you will be eligible for the DV processing. One thing I am sure that a person can not hold two different visas. You'll get more answers here:-
