This is what is in mail:
We are writing to explain how certain provisions of social secuity act may affect you. Our records show that you have been employed in work in which you did not pay social security taxes, such as some federal, state or local government work, some nonprofit organizations or foreign employment.
In the future, you may qualify social security benefits if:
- you work in job in which you do pay social security taxes; or
-you become eligible as a current or former spouse, widow or widower of a worker who paid social security taxes.
If you become eligible for social security benifits in either of these ways, and you also receive a pension based on work, that was not covered under social security, there are two provisions of the social security law you should be aware of:
a. Windall elimination provision (WEP)
...
...
b) Government pension offset (GPO)
.......
......
They say me to call them.
The irony is that I have applied for tax return and got the money. But they say you havent paid. What the heck they are doing to me??
Guys plz suggest over this issue, it might happen to you as well ! be prepared !!

@Nepalkoketa: I also got same letter twice. It freaked me out too. So I aksed the lawyers. They told me that if i m not US citizen just ignore that letter.
Social security is sth that helps u when u are old, provided that u r US citizen. Since u r not, just completly ignore it. No need to call them. U r just fine.
PS: Conspiracy theory says that, when we will be old, there wont be social security department. It will be bankrupt already. I read some article long time ago.
Gluck!

Don't worry bro. its all good. You dont have to call them back, they are simply trying to help you out. When u filed tax you claimed that u didnt earn any amount last year, but had paid certain amount towards tuition. Thats make you eligible to get certain benefits that you have described above, because you fall under poverty line. Since, u fall under the poverty line, they just trying to help u out with the benefits program by sending the courtesy letter and letting you know that ur eligible for those benefits..
TAKE A CHILL PILL BRO AND DONT GET TENSED..

Comman man, don't you understand English. The letter only refers to social security taxes not federal and state income taxes. Go and look into your W2, there are seperate sections for SS tax, medicare, federal, state tax etc. All these taxes are different taxes. There is no reason to panic. If you do not pay SS taxes then you dont qualify for certain benefits. If you are not permanent resident or citizen of this country you do not qualify for SS benefits even if you pay SS taxes (there are some exemptions) so why pay for somethign if you will not be claiming it in the future. Most schools payroll offices dont deduct these taxes for F1 students.

Intellectual_suicide, thank you for your response. AE, thank you as well,
So I need not to worry at all, and can file for tax return hereafter !! you all make my days ! however, if other guys have anything to say, plz do so, so that others in problem might, get some solution. I never knew from Intelluctual_suicide that they logically ask us to pay for SS tax which we need not to be worry. Thank you again.

Hello Neplako keta,
I received the same mail from social security office couple of months ago. Don't worry about it dude. I was also afraid while I got that letter but that is nothing.
I called them at that time and told them that "I do not work". They said that this is just a regular mail to notify people how a social seccurity could benifit them and it is sent couple of months before your birthday. They told me not to worry about that.
Just Chill man...
No worries...just ignore the letter...You might call if you want but I am pretty sure they will answer you the same thing.
Regards,
Grenade

If you're authorized to work then you shouldn't worry a bit.
As a matter of fact, what matters is the fact that you filed for your taxes. IRS and USCIS are two separate entities and unless you evade your taxes, they won't come after you.
Fyi, less than 1% of tax filers get audited. Further, the chances of IRS coming after you ( who probably made anywhere between 5,500 - 30k ) are pretty slim.

You have worked and your social security and medicare tax was not withheld. Any income you earned that goes to IRS and social security. SS office is trying to let you know that you must deduct ss and medicare taxes from your gross pay.
That is all.
You can ignore as SMOOTH said.
