i live in 1st floor and my ground floor neighbour kuireko bacha le loud music parera hairan parch day and night,what do u reckon guys call the police or ????

If your ground floor neighbor is giving you problem then you have the upper hand so to speak. You can do various things to annoy the shit out of your neighbor who is stressing you out with noise. First thing you can try to do is try learning basketball in your room. I hope that will annoy the shit out of your ground floor neighbor and make him come to his sense.

just talk to him if you are trying to be the nice guy.
if u like to be evil, get some golfballs and bounce them off your floor 5 mins after the music stops at night.

In this country where things are done with law and where people can have guns, it is always better to think from your head and not from your Bir Gorkhali be-hind.
Now it depends when he plays music, there is a general understaning of "appropriate" time. Anything after 10 pm loud is considerd "loud" unless it is weekends (they can go till midnight and nothing later than that on Weekends).
If he's breaking that "accepted" time frame and plays it loud on Wednesday after 10 pm, then yea...you're absolutely right.
Here are few things you need to do
1. When it happens, go down and tell him "Can you keep the music down?" Make sure you keep a record of the date and time. If you have a video, record yourself and capture the loudness from your floor telling the date and time. Depending on the guys's upbringing, you might have to approach him a few time, but keep record of the date and time. If he does not change, then
2. Go to your apartment manager and submit a complaint with all the details of the time and date. You'll have to remind him a few time and tell how miserable it is, and that he should take steps. If he does not do anything about it, then
3. Call the police at the same moment when he's blowing up the music. Keep calling them everytime he does that. I think after 3 warning, he can end up in jail. If the cops does not help you (which is almost impossible, but still let us assume it is like in Nepal), then
4. Move.

I forgot, you need to say "Can you keep the music down, PLEASE"...manner is very important.
Those who say, go straight to the manager, I disagree. You have to confront the person first. In many case, it works better and White people take it more seriously than going at their back. I did the same to a piano guy, who apologized and never played at odd time. You never know.

if more than 50 - 60 decibel i think its nuisance living for an  apt/.......

In most cases, residents respond very well to the complaints. So, complain to the apt manager first. It is not a very good idea to talk to the person to put the music down. Don't hesitate to complain each time there is loud music after 10 pm. If the management is good, either they gotta stop loud music or move out. 

Some crazies still won't stop. Now, call police. It could have been called by any surrounding neighbor.
