Depends on what kind of Business site is he planning to start , depends on hours/works and contents . The more contents the more work = Ending up with high charges .

I am from Nepal and I also develop websites for personal and business use. I only charge $150 for a simple website which would be handed over in 10 days after payment.
As one friend commented, it depends upon the size, content and the requirement, which can make the cost go higher.
Here are few sample sites below similar to which can be developed in $150.
I provide individual username and password to the client so that they can independently handle their contents and would be able to edit, delete, add and modify pages of the sites.
I provide manuals and email help if any problem persists in future.
