Sunny, using Joomla is a good decision and i think you can use Phpdb for discussion forum . For the infromation you can contact DDC Chitwan or Bharatpur Municipality . If you have already registered the web site and have bought web space just get this thing started and follow the incremental approach . Lets see how it goes.
