सिक्टामा फेरि अवरोधलगानी नगर्न युरोपेली संघलाई भारतको दबाब

काठमाडौं, मंसिर २७ - भारतले मध्य पश्चिमको बृहत् सिूचाइ आयोजना सिक्टामा लगानी नगर्न दाता युरोपेली संघ र्-इयू) लाई दबाब दिएको छ ।पटक-पटकको भारतीय अवरोधका कारण तीन दशकदेखि अलपत्र पर्दै आएको सिक्टामा ३ अर्ब ६९ करोड रुपैयाू लगानी गर्न संघ सहमत भएपछि यस्तो दबाब आएको हो ।परराष्ट्र मन्त्रालय स्रोतका अनुसार संघको युरोपेली कमिटीले बेल्जियमको ब्रसेल्सस्थित शाही नेपाली दूतावासलाई भारतीय दबाबबारे हालै जानकारी दिएको छ । त्यसको जानकारी परराष्ट्र र जलस्रोत मन्त्रालय हुूदै सिूचाइ विभाग पुगेको छ ।

स्रोत अनुसार ब्रसेल्समा 'इन्डिया कमिसन मिटिङ' मा भारतका तर्फबाट सिक्टाको मुद्दा उठेको थियो । यसअघि संघको उक्त कमिटीले सिक्टामा सहयोग उपलब्ध गराउनेबारे भारतीय चासो रहेकामा ध्यानाकर्षा गराएको थियो ।संघले आयोजना अगाडि बढाउन भारतसूग तटीय मुद्दाबारे प्राविधिक छलफल गर्न नेपाललाई भनेको छ । नेपाली अधिकारीले सहयोगबारे भारतसूग कुनै सहमति लिनुनपर्ने कुरा औचित्य संघमा राखेको स्रोतले बतायो ।

प्रतिहेक्टर झन्डै १६ हजार रुपैयाू थप आय वृद्धि हुने सिक्टामा अर्काे लगानीकर्ता साउदी विकास कोषलाई पनि भारतले यस्तै दबाब दिएको थियो । उक्त दबाबलगत्तै कोषले केही महिनाअघि सरकारलाई पत्र लेखेर 'छिमेकीको सहयोग जुटाउन' आग्रह गरेको थियो । कोषले ५ करोड ६० लाख रियाद -१एक अर्ब ८० लाख रुपैयाू) उपलब्ध गराउने वचनसहितको पत्र सरकारलाई दिएको थियो ।अघिल्लो वर्षो अक्टोबरमा साउदी कोष, संघ र सरकारका अधिकारीबीच संयुक्त बैठक भएको थियो । सबै दातृ संस्थाका साथै कुवेत फन्ड फर इकोनोमिक डेभलपमेन्टले पनि आयोजना कार्यान्वयनमा आंशिक स्रोत उपलब्ध गराउने वचन दिएको थियो ।

सिक्टामा आप\mनो चासो स्वीकार गर्दै भारतीय दूतावासका प्रथम सचिव जावेद असरफले दुवै देशलाई फाइदा हुने 'विकल्प' खोजिनर्ुपर्ने बताउनुभयो । उहाूले नेपालले सिक्टा बनाएमा त्यसको सीधा असर उत्तरप्रदेशका आप\mना करोडौं जनतामा पर्ने बताउनुभयो । असरफले मध्यपश्चिमका लागि सिक्टाको अपरिहार्यता स्वीकार गर्दै समस्या समाधानका लागि दाङको भालुबाङमा जलाशययुक्त आयोजना बनाउनर्ुपर्ने भारतको अडान रहेको बताउनुभयो ।भारतले सिक्टाको एकतर्फी निर्माणबाट सरयु क्यानललगायत उत्तरौटा र डुमानियाका नहर प्रभावित हुने दाबी गरेको छ । सुख्खायाममा भारतीय प्रणाली सञ्चालनमा पानी पर्याप्त नहुने तर्क राख्दै भारतले भालुबाङमा प्रस्तावित जलाशययुक्त बाूध र सिक्टा कार्यान्वयन एकैसाथ निर्माण गर्नर्ुपर्ने प्रस्ताव राखेको असरफले बताउनुभयो ।

भारतको उक्त तर्क प्रतिवाद गर्दै नेपालले सिक्टा कार्यान्वयन भए राप्ती नदीको पानी बहावमा कुनै असर नपर्ने बताएका छन् ।

the above news shows that, we also need to form some kinda interest group which will lobby for us. its hopeless to expect from a goverment regarding this. i have no hope from goverment cuz there are ppl in power who says india bhaneko hamro "THULDAI". Its ppl like us NRN who have to form that to help nepal. As everybody who are in US knows how a caucas works. Need inituataion from some intellect here in Sajha. Its been well known fact in between south asian countries how india have a big hand in lingering procees of getting developmental help packages from a donar. For example u can see what happened to Bangladesh while they were supposed to get assistance for their flood programme. When will our Netaas will understand that any 2 country cannot be friend but can only be allied just to get some goal cuz every country have her rights to see her interest. I am not mad at indians but its us who have to look our interest.Hope this will bring some light in our "Neta" like GPK.

Yes, pressure group is indeed inevitable in contemporarry socio-political scenarion. Last time in Brussells, I was raising the same question to few Nepali students whom I meet there. There is no such strong Nepali presence, in key place of the world where decisions on Nepali affairs are manipulated by vulturish attitude of self interested groups both in corporate worlds and bullying nations.
Sikta, problem is just the begining of the wider conflict, with regards to Nepalese bountiful water resources to quence the thirst of Indian interest. Wait for the conflict with the greater river linking project of Nepal, that is trampling the interest of both Nepal and Bangladesh. Here Indian diplomacy should be to take the two nations into confidence (not by bribery, trickery, blackmailing and threats), safeguard their interest also while pursuing its own. Well, there is enough of the water for all, just look at the excess in monsoon season and the scarcity, it is just a matter of sustainable harvest. Moreover, the nations downstream should wake up and assist Nepal in its eco-conservation efforts in the highlands of Nepal for their own interest, and of course to assist Nepal's struggle to increase productivity.

This thread mean something for a nation and community loving person, but you come in and provoke retaliation, when confronted, you tend to prove your superiority. Leave one of it, come to the field and talk like one of us, or pursue your spritual role of enlightening others albeit with self example.
Darj, as it is we consider it a part of greater Nepal, and hence brain drain or tallent drain as you have cited is itself evidence that opportunity in Nepal far exceeds that of Darj.
