Washington Post is a relabile source, editor wont let it print or go online if there wasn't any source and evidence. But end of the article reads "NOT YET SIGNED" . There could be last minute change, yet to be officially posted. Fingure crossed for my 9000 Nepali friends who have benefited from TPS.
