By no means I am expert on this subject matter. This is my analysis on how the world probably is
looking at Nepal crisis. To fully understand this we need to first know how the modern India was
formed. When British left India in 1947, Indian union was formed. The Indian union integrated
princely states into the existing provinces. In 1950 the new constitution made India a sovereign
democratic republic and declared the new republic to be a "Union of States". The states were
formed. After the movement for creation of linguistic based states, some states were restructured
along the linguistic lines. India is a very diverse country - culturally, linguistically,
religiously and ethnically. That's why the world calls India - a subcontinent. Now lets get back to the
blockade.

The blockade is a big problem for Nepal. I can feel for my relatives, friends and all people who
are going through this hardship right now. This blockade is really taking a toll on people living
in Nepal. I can't imagine how hard it must have been to live without a basic energy - gas to cook food.
However, "Jaatiyeta" is a much bigger problem for India than Nepal. India is a home to many
ethnicities and tribes. If we look at the history, there are more than few ethnic movements in India since
its inception. It is very important to the government of India to stand for equal rights for all people from
all ethnicity in the new constitution of Nepal. This stand is important for their own existence. Already many tribes in India are
fighting to have their own state or to be an independent country. Also, I think the Nepal government gave
this golden opportunity to PM Modi as a gift to show Indian people that his government will stand for each
and every Indian regardless of their ethnicity, religion or language. I got a little fond of PM Modi and did
a little research on him myself. I think that he had made his intentions very clear from Gujrat inciden that
He is not going to buy into any "sampradayik danga". I think his policy is to eradicate this religious and
ethnic conflicts through economic development. He even said that he is from "nichli jaati" during
his prime ministerial campaign.

That's why I think that it is time for the Nepal government to understand this and treat this Madesh unrest
as an internal problem as they should have treated this from the very beginning. I think that the
Nepali politicians are also escalating the Madesh problem for few votes in the next election by
using nationalistic sentiments of the Nepali people. It was the Nepal government's responsibility
to keep peace in Nepal, and also now it is the Nepal government's job to solve the country's foreign affairs.
Even the Nepal government is taking advantage of this increasing anti-Indian sentiments in Nepal to
hide their weakness and failure to solve this impending situation. Politics of sentiments is old school.
Sentiments will start to fade away as the reality will come to the surface. I think that the Nepali people
would want to see the results now. And, the most important thing is the Nepali people voted for
the Nepali government, not PM Modi, so the Nepali people should raise and direct their questions to
the Nepali government. Please don't give them a free pass. They can't just have a cake and eat it too.

I hope this Madesh situation will get resolve peacefully. Otherwise, we know how the Europe was before
the second world war. They were always fighting with each other.

I keep hearing this same point again and again. Tell me what Nepal Govt should do? Listening is not enough, they have been listening. Point out the actions they need to take. Are you okay with the Govt declaring two states in the southern belt? Are you okay with delineating election constituencies based on population alone?

I agree that "the Govt declaring two states in the southern belt" is out of the question. As far as the other demands are concerned, the government could meet the Madhesis halfway. Couldn't they?

That's just it. Govt has said they can! As for the first issue they didn't even disagree, they said the committee will decide it later, but the Madeshi alliance won't agree unless the first issue is decided right now. That's been the cause of all issue. Now what would you do?

I, personally, do not see how this impasse can be broken. I hope the political experts on sajha have some positive answers to your question: "What should our government do?"

How about restructuring citizenship rights? Wasn't that the start of all this? Instead of discriminating between men and women, why not explore possible amendments to the citizenship rights to make it more appealing to the both gender. If you ask, this problem is more gender discrimination than ethnic discrimination. If the Nepal government makes more appealing citizenship rights to both men and women, then the international community will have something to put pressure on India.

I can't say that the Nepali leadership is not good because I don't have enough knowledge to make that claim. However, I think that the Nepali people voted for them hoping that the Nepal government would find a solution in a situation like this. The Nepal government should feel responsible for their duties and action rather than bashing against India. I don't think that bashing India is going to help Nepal and the Nepali people in the long run. It may feed anti-Indian sentiments in people, but I wonder that it will feed real Nepali nationalistic sentiments with a drive to develop the country. A lot of young populations are already fleeing the country to India, middle east and western countries for studies or a job. A country belongs to the people who live in it. It is not just a piece of land. A piece of land where people can't live has no value.

मेरो विचार मा मदेशी जनता का सम्पूर्ण मागहरु यो संबिधान ले सम्बोधन गरिनै सकेको छ/ जहाँ सम्म सिमांकन को कुरा छ, सम्पूर्ण मदेश एक प्रदेश अथवा दूइ प्रदेश कदापी हुनै सक्दैन/ मदेशी नेता हरु मदेश मै अलोकप्रिय छन् सबै हारेका र जनता बाट नलाएक साबित भएका यी नेताहरु आफुलाई मदेश को मशिहा शम्झेरा भारत को गोटी बन्दै भारत को मुद्दा बोकेर सच्चा मदेशी नेपाली नागरिक लै धोका दिदै छन्. It has been proved already time and again that India never wants Stable and prosperous Nepal, it wants to create conflict between Nepali political parties and fulfill its interest in Nepal. If Nepal becomes Stable and start being independent, Indian establishment know very well that they can not intervention in Nepal for their interest.

@Anuragi, lets dissect the statement that "India wants unstable Nepal". What are the benefits of unstable Nepal to India? Many people might say that way India can continue to control Nepal. Lets agree with this argument for a moment. However, fortunately the situation of Nepal has changed now. It is a stable country with a burgeoning middle class. Economy is booming. Consumers are buying more products. What does this mean? Nepal is importing more products from India or through India which is also helping Indian economy. After understanding the geography of Nepal, it does not make sense for Nepal to import products from China as long as Nepal can import from India. If Nepal imports from China, Nepali consumers will have to pay more for the same products. Hence, stable and Independent Nepal is beneficial for both India and Nepali people.
On the other hand, stable Nepal may not be as beneficial for the current Nepali politicians. The current Nepali politicians know very well that they wont no longer be able to polarize the country to maintain their power in Nepal. They are using this very old tactic that they learned from the British - "Divide and Rule". If Nepali people get time to think about this, they know that the people will demand for the new and young leadership who has sense of responsibility, who is accountable. The leadership that can meet their social, economic and political needs, and take the country in the forward direction. I respect the current leaders for their fight for democracy, for the rights of their people (jaat). But, I don't see the same drive in them when it comes to work together with other leaders and move the country in the forward direction for the sake of all Nepali people.

I feel pissed off with all those people who placed hope in the killer maobadis when they were trying to end monarchy. Monarchy was the best system for Nepal and now these hopeful people have totally messed the fate of the country because they were overly hopeful on the murderers.

@nepalkoaawaz I don't sympathize Maoists. But, Monarchy really? why? you don't enjoy freedom? Since Monarchy is hereditary, the power struggles and politics will mostly stay in the palace. We are no stranger to rise of Jung B. Rana and the Rana regime due to this palace power struggles. The politics will hardly come to the subjects (people). Most importantly how do you get rid of a bad king if there is no system in place to vote him out. At that time you will feel helpless, and wish you had democracy. As a human being if we don't have a voice, then what else we have, only body. Well, even a dog barks at the strangers.

Do not you think Mr. Harke Ji, that the India has put unnecessary economic blocked to Nepal can be a good reason that India does not want stable or peace Nepal. are not aware of the naked intervention by RAW in Nepal? Is there any countries in the world that has promulgated its constitution with 100% support in the House, and why India is pressuring Nepal to have 100% support?

बिदेशमन्त्रीज्यूले बिहीवार संसदमा टेवल गरेको बक्तब्यमा धेरैठाउँमा नेपाललाई ‘सुझाव’ दिएको भन्ने शब्द प्रयोग गर्नुभएको छ । यस्तो सुझाव लिने कि नलिने भन्ने अधिकार सुझाव दिइने पक्ष (नेपाल)सँग हुन्छ ।

हाम्रो सवैभन्दा महत्वपूर्ण रणनीतिक छिमेकीसँगको सम्बन्ध बिगार्ने काम त्यतिबेला जब हामीले त्यो ‘सुझाव’लाई ‘आदेश’मा बदलिदियौं । तपाईले कुनै पनि सार्वभौम मुलुकको स्वतन्त्र संविधानसभालाई मेरो सुझाव मान्नैपर्छ भनेर बाध्य पार्न सक्नुहुन्न ।

के हामीले तराई मामिलामा हस्तक्षेप गरेर त्यहाँका जनतालाई कसको पक्षमा भोट गर्ने भन्ने बिषयमा पनि सुझाव दिने हैसियत राख्छौं र ?

नेपालको तराई क्षेत्रबाट ११६ प्रत्यक्ष निर्वाचित सभासद्हरु छन् जसमध्ये १०५ जनाले नयाँ संविधानको पक्षमा मतदान गरेका छन् । तराईबाट प्रजातान्त्रिक तरिकाले निर्वाचित जनप्रतिनिधिले भन्दा के हामीले बढि तराईबासीको भावना बुझ्नसक्छौं ?

तराईबाट निर्वाचितमध्ये जम्मा ११ जना सभासद् नयाँ संविधानको बिपक्षमा छन् । हामीलाई यति ज्ञान हुनुपर्छकी हामीले कसलाई समर्थन गर्ने, कसलाई नगर्ने ?

अहिले दिल्लीमा चार जना मधेसी नेताहरु आउनुभएको छ, उहाँहरुमध्ये तीन जना त चुनावमा हार्नुभएको छ । कतिले दुई-दुईवटा क्षेत्रबाट पनि हार्नुभएको छ । त्यसो भए तराईबासी नेपालीको जनमतको प्रतिनिधित्व कसले गरिरहेको छ ?के हामीले तराई मामिलामा हस्तक्षेप गरेर त्यहाँका जनतालाई कसको पक्षमा भोट गर्ने भन्ने बिषयमा पनि सुझाव दिने हैसियत राख्छौं र ?

यो समस्या समाधान गर्नका लागि भारतले बिशेष दूत पठायो । तर, एक नेपाली लेखकको टिप्पणीलाई आधार मान्ने हो भने उनले त्यहाँ यस्तो ब्यबहार गरे ता कि उनी भगवान नै हुन् । आखिर किन उनले त्यस्तो गरे ? के प्रधानमन्त्रीले उनलाई त्यसैगरी नेपाली नेताहरुलाई दुब्र्यबहार गर्न निर्देशन दिएका थिए ? उनले के प्राप्त गरे त्यो गलत ब्यबहारबाट ?

हामी को हौं कि यो गर, आजै हुनुपर्छ, भोलि गर्न पाउँदैनस् भन्ने ? के यही हो एक सार्वभौम मुलुकलाई हामीले डिल गर्ने तरिका ?

हामीले २६ नोभेम्बर १९४९ मा प्राप्त गरेको संविधानबारे गत महिना छलफल गर्‍यौं, के हामीले कोही ननिम्त्याइएको बिदेशीले आएर भोली संविधान जारी नगर भनेको मान्थ्यौं त ? ठिक यस्तै घटना भयो नेपालमा । नेपालले सात बर्ष लामो संर्घषपछि संबिधान जारी गर्‍यो, राष्ट्रिय सहमतिका साथ । हामीले त्यस्तो राष्ट्रिय सहमतिलाई किन अबमूल्यन गर्ने ?

हामीले हाम्रो संविधान १२२ पटक संशोधन गर्न सक्छौं भने नेपाललाई किन विश्वास नगर्ने कि, उनीहरुले संविधान जारी भइसकेपछि पनि संसोधन गरेर असन्तोषको माग पुरा गर्नेछन् । संविधान घोषणापछि संविधानसभा संसदमा रुपान्तरण भएको छ र सरकारले संविधान संशोधनको प्रस्ताव ल्याएको छ । संविधानका बिषयमा केही मुद्दाहरु छन्, तीनलाई संसोधन गर्नुपर्छ भनेर नेपालको मन्त्रिपरिषद्ले स्वीकार गरिसक्यो । हामी को हौं कि यो गर, आजै हुनुपर्छ, भोलि गर्न पाउँदैनस् भन्ने ? के यही हो एक सार्वभौम मुलुकलाई हामीले डिल गर्ने तरिका ?

बहुसंख्यकले स्वीकार गरेको संविधान हो त्यो । २५ सांसदले मात्र विपक्षमा मतदान गरेका छन् । तर हामीले संविधानको स्वागत गर्नु त परै जावोस् नेपालको संविधानलाई ‘ए कन्स्टिच्युसन’ भनेर अबमूल्यन गर्‍यौं, नकि ‘द कन्स्टिच्युसन’भनेर संबिधानका रुपमा मान्याता दियौं । यो कुनै शब्दको खेलमात्र हैन ।

हिन्दु अधिराज्यलाई परिवर्तन गर्दै धर्मनिरपेक्ष गणराज्य बनाएकोमा हामीले बधाइ समेत दिएनौं, स्वागतको एउटा शब्द पनि उल्लेख गरेनौं । तर, चीनको बक्तब्य हेर्नुस् त । उसले नेपालको आन्तरिक मामिलाबाट टाढै बसेर नेपालीको मन जित्ने मौका पायो ।

म केही नेपालीहरुका टिप्पणीहरु सुनाउन चाहान्छु । जहाँ भनिएको छ कि नेपालको सिंगो जेनेरेशन भारत विरुद्धमा भएको छ, आफ्नो कुरा नसुनेकाले दिल्लीले नेपाली राजनीतिज्ञलाई पाठ सिकाउन खोजेको छ भन्ने नेपालीको धारणा बनेको छ । यही हो हाम्रो उपलब्धि ? के हामीप्रति नेपालीको यस्तो धारणा बनोस् भन्ने चाहान्छौं ?

एक वा आधा मात्र अवरोध छन् । अरुबाट किन नपठाउने ? हामीले नेपाल जाने अर्को बाटो भेट्टाउन सकेनौं ? एयर लिफ्ट गर्न सक्दैनौं ?

लाखौं बिद्यार्थीलाई भनिएको छ कि, उनीहरु स्कूल जान सक्दैनन् किनकी भारतले रोकिरहेको छ । लाखौं महिलाहरुलाई भनिएको छ कि, उनीहरु खोप लगाउन सक्दैनन्, इन्धन छैन, खाना छैन् किनकी भारतले रोकिरहेको छ । हामीले के उपलब्धि पाइरहेका छौं यस्तो खालको ब्यबहार गरेर ?

परराष्ट्रमन्त्रीज्यू, यो तपाईको विदेश नीति हो भन्ने विश्वास नै लाग्दैन । तपार्इँको बक्तब्य पढ्दा निकै मिठो लाग्छ । को जिम्मेवार छ यस्तो व्यवहारका लागि ? चुप्पी तोडो । यो ब्यबहारका कारण नेपालको एउटा सिंगो पुस्तालाई हामीबाट ढाटा धेकेलेका छौं । के यही हो म्याडम तपाईको बिदेश नीतिको रणनीतिक उदेश्य ?

५ बर्षमुनीका ३० लाख बालबालिका मृत्युसम्मको खतरामा छ भनेर युनिसेफले भनेको छ, यो ठूलो मानवीय संकट हो । नेपालसँग जोडिएका धेरै रुट छन् । एक वा आधा मात्र अवरोध छन् । अरुबाट किन नपठाउने ? हामीले नेपाल जाने अर्को बाटो भेट्टाउन सकेनौं ? एयर लिफ्ट गर्न सक्दैनौं ?

नेपालसँग सम्वन्ध सुधार गर्न व्यक्तिगत सम्वन्धलाई प्रयोग गर्नुपर्छ । करण सिंहलाई छान्नुस् । ताकि उहाँले भन्न सक्नुहोस् नाकाबन्दी मोदी सरकारले गरेको हो, भारतले होइन ।

नेपालसँग अर्को बाटो छैन् । यदि हामीले त्यसो गरेनौं भने नेपालसँग कुनै बिकल्प छैन् भन्ने हैन् । नबिर्सौं, नेपालसँग तिब्बतको नाका पनि जोडिएको छ । के हामीले आन्दोलनकारीको पक्ष लिएका छौं ? त्यसो हो भन्ने कुरा नेपालभित्र मात्र हैन, भारतका बिभिन्न तप्कामा पनि बिश्वास छ । यदि हामीले त्यसो गरिरहेका छौं भने स्थितिलाई झनै खराव बनाउँदै छौं ।

सर्बदलीय टोली पठाउनेबारे यो संसदमा सहमति हुन्छ भन्ने मलाई लाग्दैन । मलाई लाग्छ व्यक्तिगत सम्वन्धलाई प्रयोग गर्नुपर्छ । मनमोहन सिंहले बिपक्षी नेताहरुलाई समेत प्रयोग गरेर सम्बाद गरेका थिए, सीताराम यचुरी र सरद यादवको सहयोग लिएका थिए, तपाई किन गर्नु हुन्न ? तर, हामी तपाईको यस्तो प्रबृत्तिको साक्षी बनेर जाँदैनौं सर्वदलीय प्रतिनिधिमण्डलमा । ब्यक्तिगत सम्पर्कलाई उपयोग गर्नुस् ।

तपाईँ करण सिंहलाई छान्न सक्नुहुन्छ यो कामका लागि । ताकि उहाँले भन्न सक्नुहोस् नाकाबन्दी मोदी सरकारले गरेको हो । भारतले होइन । उनीहरुलाई क्षति भारतले हैन कि मोदी सरकारले मात्र पुर्‍याइरहेको छ । यो सन्देश नेपालीलाई दिनुपर्छ ।

यदि तपाईँ नेपालीलाई थप हानी पुर्‍याउन चाहानुहुन्न भने छिटोभन्दा छिटो प्राविधिक टीम पठाउनुस् र कसरी नाका खोल्ने, एयर लिफ्ट गर्ने भनेर अध्ययन गर्नुस् । द्वन्द्व बढाउने काम नगर्नुस् । यो नविर्सनस्, ५ लाख मधेसी काठमाडौं छन् । असल छिमेकी बन्न छाडेर यदि तपाई आन्दोलनकारीलाई मात्र सहयोग गरिरहनुहुन्छ भने तपाईँले जसलाई सहयोग गर्छु भनीरहनुभएको उनीहरुलाई खतरातिर धलेलिरहनुहुनेछ ।

१९८४ मा श्रीलंकामा जे भयो त्यस्तो नेपालमा नदोहोर्‍याउँ । नेपालीहरुलाई उत्तेजित नपारौं । भारत सरकार नेपाली जनताको हितका बिपक्षमा छैन भनेर सन्देश दिने यही सवैभन्दा सही मौका हो । यदि हामीले त्यसो गरेनौं भने हामीले नेपाल मामिलामा चीनसँग हार्नेछौं र नेपाली जनतालाई बर्षौ बर्षसम्म हाम्रो बिपक्षमा धकेल्ने छौं ।

Not everything is black or white.

1. 90% passed the constitution. How many were absent? Why was the constitution passed in haste? Why was there no discussion in the House(sambidhan sabha)? Why India was not consulted? They were surprised and had to send special envoy after the constitution passed, two days before it was going to be promulgated. It is an internal matter, but we have been in bed with India for far too long to play this card. Madhav Kumar asked for his daughter's scholarship in AIIMS when he visited Delhi. Every leader begs for something when they go to India. Now they have come to collect. Deal with it.

2. Some, not all, issues are genuine. Top government jobs requiring hereditary citizenship. Head of State, Head of Army I can understand. But, the rest of the government should be open to all citizens, naturalized or hereditary.

3. Citizenship issue. Current provision is to wait 15 years after marriage, I think. India wants automatic citizenship on application. I am sure we can come to some sort of understanding in the middle, like 5 years.

4. No country divides constituency based solely on the population although population is an important factor. Neither USA nor India does it. If it is going to be a bi-cameral legislature have one house based on population and the other based on geography. Example: Upper house gets 75 member for 75 districts and lower house can have, let's say 300 seats that they can be divided by population.

Side note: This idea of proportional representation is being used by party leaders like MKN to get a seat even when they lose and become Prime Minister even when the voters slapped his face in direct election. Such a shame! It was supposed to increase women and under-privileged participation not re-elect loser leaders.

5. As far as gerrymandering is concerned, all democracy have it. It is a product of democracy. California and Texas both involve in gerrymandering practices to maintain their party majority.

6. For those expecting a 100% perfect constitution, I'll have some of what you're having.

7. China doesn't give a rat's ass. Nepal doesn't mean shit. No it is not of strategic importance, idiots. Pakistan is of strategic importance to China, not Nepal. China is not going to lose the peace and little bit of friendship they have developed with India for Nepal. Besides, the real China is far far from the China-Nepal border.

8. Madhesis are marginalized. Well, so are the rest of Nepalese outside the valley. It has been a Kathmandu centralized government. Its not racism if you are being equally neglected like the hilly and himalayan regions. Whoever says madhesis have been marginalized for centuries needs to go and visit some of the places in humla and far western nepal. Compared to that, Madhes has been doing far better.

9.As far as the issue that 3/4 Madhesi leaders that went to India were losers in the recent election. Come on, that's our thing. I think that makes them even more Nepali. We have the habit of giving power to people who lose elections.

dctroll that was a great piece of analysis. #8 is something that the madhesis need to think hard about. Everyone has been marginalized.

@dctroll I wonder sometimes looking up to India or china to solve our problems is more of a cultural psychology than a political problem. The idea "ठुलोले सानोलाई गर्छ र सानोले ठुलोलाई सम्मान गर्नुपर्छ" is embodied in our culture ( and Indian culture), and engrained in most of our psychology. And, the lack of concept of "equal adults" (there is always someone elder). I wonder if this mix makes us dependent, unable to manage expectation and unable to make a deal - a deal is a give and take. A baby usually cries when it does not get what it wants. Are we always asking for things with India? Adults do not ask, they make deals. @controversial thanks for bringing Nepotism in the light.. haha there is always some "ism" which tries to keep the power and wealth within one group - racism, castism, sexism etc. I think that the fight is about power sharing this time.

I understand what you are talking about. I have felt the same way. However, this is a different scenario. Because here we don't have a choice. It is India's way or no way. That is the hard reality.To turn India's way into a deal that is a win-win for both countries requires diplomatic finesse which we certainly do not possess. Certainly not when we are too busy begging with no shame.

It is important to remember the 1989-90 blockade. The parties then were happy about the blockade. They asked India to continue the blockade to get what they want and they got it. King lost the power and an unfortunate system of government was installed in Nepal. The Madhesis are playing by the same book.

It is also important to remember that the Maoists gave false hopes to everyone and anyone to recruit child soldiers, calling it for what it is. They told Limbus you can and should have Limbuwan. They told laborers that the land they work on should be theirs. Somehow capitalism was at fault and they would bring communism and solve the problems. Well the communism they brought bought Prachanda a nice house and a nice watch and millions in the bank. But I digress. In that process, they agreed to a ek madhes ek prades in order to get the madhes parties to support their movement. Madhes parties agreed and Maoists got their andolan. Well, now they want what was promised to them.

Also important to remember Bhutanese refugee crisis. How did thousands of Bhutanese end up refugees in Nepal. Nepal does not share border with Bhutan. India does. What happened? When Nepali speaking Bhutanese were being discriminated and feared for their life, India didn't intervene. They didn't institute a economic blockade on Bhutan. And that was a real humanitarian crisis. Military killing and raping people. Forced evictions. Even after living in Bhutan for so long they were not considered Bhutanese. The national census had "Genuine Bhutanese" as an option, whatever that meant. India didn't speak for the minority. They put them on a bus and dropped them off at Nepal border.

Someone should put biharis on a bus and drop them off at Raxaul border. And give citizenship to the refugees living in camps instead. After all they are the only group that want to be called nepali. Some want to indentify themselves as madhesi(not nepali), other want to identify themselves as tibetan (while holding nepali passport) and badmouth nepal wherever they go, apply for asylum once they get state side. Born in Nepal and never visited Tibet, who are these Nepali hating Nepali passport holding Tibetans?
