Dear Sajhaities, 

I need a favor from people who are currently living in New Mexico. It's something related to some serious issue, so i am writing in Nepali. 

 bank statement/utilities bill nai chahinchha bhanne chhaina. all they need is two proofs of address. what you can do is take two recent mails you sister got to the authorities, that's all. if you don't have recent mails, send now (yourself)! it'll be at her door within a week and then you can take those to the authorities. 
your sister doesn't have to own a property or something like that. i live in a rented apartment and i got my driver's licence by taking two recent mails to DMV. 
p.s. i don't think anyone is going to let you use their address to get ID for an out-of-status person, it's a risky business.

 Thanks Jantare, So it doesn't matter where she lives, only thing we you got to show is the proof of the two bills to get an state ID. Are you sure about that Jantare. If that's the case i don't mind driving down to New Mexico and making one but i live far from NM. NM is probably 1000 miles far from the place where i live. So far i have done some research and everywhere it says that they need a proof or residency or something which is legitimate. Do you live in NM. Yeah you are right, i don't think anybody would let me use their address for that reason. Thanks. Looking forward for your reply.

So if i am not wrong, if he has her phone bill and utility bill of where she is living right now than that will work? Is that what you're trying to say. Certainly appreciate your suggestion.  Nepali_hu_ma, thanks for your help but the problem is that she don't have none of the things listed on the website except her passport issued by her country of citizenship which i am not sure whether it's expired or not. That's the reason i am wanting to know whether any bank statements or utility bill in her name would work or not. Thank you though bud,. 

 yeah...2 proofs of addresses is all they want, doesn't matter what they are. the easiest ones you can provide are mails your sister receives at her house/apt. i'm not from NM, i'm in Utah. when i applied for driver's licence (like 2 months ago) officials at DMV asked me to bring to recent mails i got (doesn't matter who sent those mails, it can be your relatives, bank, credit card company, electricity provider, etc). if i didn't have any recent mails, they told me to go to any post office and send two mails to myself and bring those two mails to them. but i had some mails i got from my bank so i took them and it worked. 
i think the process for issuing a state ID is similar to that for licence, so make sure you give them a reliable address because that's where they'll ship the ID card.
plus, they need some documentation that shows your sister's identity: either a birth certificate or an unexpired passport if she doesn't have any of these, i don't think she'll get a state ID
**based on what you've been saying, it seems like you are trying to create a mock address and provide proofs of that address to the authorities instead of providing proofs of the address where your sister lives now, all i can suggest is that don't do it. you said that she's already out of status, and you don't know if her passport is still valid-creating false address to get an ID might complicate situation.

 Jantare, you got it on the last point. Yes, that's what i was planning to do because where she lives right, that state do not provide state id unless she has a valid Visa, I20 or a proof of residency. It's risky to go to the DMV to make state id without even having any of those documents. According what i have been told, somebody said that in NM, all they need is a valid passport and the two recent mails. But the problem is she don't live there so i was trying to find some physical address which she can use to forward her bank statement and a cable tv bills for example so that she can use those two forwarded mails and go to the DMV. 
So you said you're in Utah, that means you made your DL in Utah as well right. But i am not sure whether that's true in the case of NM or not, that's the reason i am hesitating to go all the way there. Honestly, i am not trying to violate the U.S law, but i am trying to stay inside the law as far as possible and make it and neither my sister is one of those person who wanted to do such type of false thing. Since she has been having so much of trouble lately just because she don't have an ID, that's the reason she wanted to use this way if possible. Thank you jantare1. 

i have lived in the state of NM in the past(i nomore do) and still possess the ID from there so, from what i have been through i can say that  they will certainly ask  for  i-20-passport and other stuff while issuing the state ID.

I think they will atleast ask to see passport with visa on it. If it was that easy don't yu think all those undocumented mehikanos will be getting id from there.

 @fatbeast: Thanks friend. That's what i think too but too much of rumors on dos and donts, that's why i'm confused. I wish i would live near from there so that i can go and ask but i live like 1500 miles away from there, so it's not possible.
