I worked as consultant for 1 and 1/2 year and now I got work permit and got full time offer from other company . Should I notify my consulting company about this or can I ignore them?

If you are not under H1-B status, when you get the offer letter from HR, your director/manager needs to call your consulting company and give them your 2 weeks notice. If you get hired within the 6months of your contract, your hiring company needs to pay a little severance to the consulting firm. In most cases, they always wait for more than 6 months. hth

For Employee background check, make sure whatever you give them matches each dates of your previous employment. It would be even wise to call back to your previous employers and get your exact job title + start and end dates. If your hiring company is a Financial institution, they will also perform a thorough credit check, others may ignore that part. Also, most important, felony check. hth

Bipolar,
I already have Work Permit (not through consulting com) and I have already worked for 1 and 1/2 years as consultant. So I can leave consulting without notice. Also what if there is little fake experience in resume for full time job? Will they unaccept offer immediately and what are the consequences of it?

It's always better to leave in good terms(2 weeks notice). This is how it works: First your director/manager will open a requisition for the position and then they will ask you to apply for it. HR reps will evaluate your experience(what's on your resume) to the salary offered. If they give a green light, you'll have to go through the company's hiring process. You'll need to sign and release your background and employment verifications. On these forms you'll be asked to complete your educational and employment histories, meaning, your previous job titles + start and end dates. Depending on your company, the HR or they might also hire a third party to make inquiries to your previous employers to verify your given information. hth
