The announcement of the House proclamation was deferred as the SPA leaders were divided over some of its key points including the possession of the Supreme-Commander-in-Chief post of the Royal Nepalese Army, sources said.

Serious differences erupted among the SPA leaders after Nepali Congress-Democratic (NC-D) President Sher Bahadur Deuba told the meeting that the king should be the Supreme-Commander-in-Chief of the army even if he is not allowed to put on army uniform.

The sources also said that the expansion of the cabinet, too, got delayed after Deuba failed to name the ministerial candidates from his party.

"Deuba said that he would hold a central committee meeting of his party tomorrow and finalize the name list of the ministers," said Amik Serchan.

Talking to journalists after the meeting, UML General Secretary Madhav Kumar Nepal said that the cabinet could not be expanded due to NC-D's delay to submit the names of ministers.

According to Lilamani Pokhrel of Jana Morcha Nepal, Deuba put forth "controversial" issues regarding the control of the Army.

Deuba, however, refused to comment on this.

सात दलका शीर्ष नेताहरुको बैठकमा भएको विमतिपछि प्रतिनिधि सभा घोषणापत्र २०६३ संसदमा तत्काल पेश नहुने भएको छ। यसअघि संसदलाई सर्वाधिकारसम्पन्न बनाउन आज सोमबारको बैठकमा १० बूँदे घोषणापत्र जारी गर्ने प्रस्ताव पेश र पारित गर्ने तयारी भएको थियो।

समाचार स्रोतका अनुसार सात दलको प्रमुख घटक प्रजातान्त्रिक काँग्रेसका सभापति शेरबहादुर देउवाले सेनाको परमाधिपति पद राजाले नै पाउनु पर्ने अडान राख्नुभएको थियो। संसद पुनर्स्थापना गर्ने राजाको निर्णयपछि राजालाई सबैभन्दा बढी आफूले चिनेको दावी गर्ने देउवाले आज जनताको पक्षामा हुन लागेको निर्णयमा एक्कासि धार परिवर्तन गर्नुलाई अर्थपूर्ण रुपमा लिइएको छ।

तर त्यस अडानलाई बाँकी दलका नेताहरुले अस्वीकार गरेपछि सोमबार नै पेश गर्ने भनिएको घोषणापत्रसम्बन्धी प्रस्ताव स्थगित हुन पुगेको हो। सात दलको बैठकमा प्रजातान्त्रिक काँग्रेसले मन्त्रिमण्डल विस्तारलाई प्राथमिकता दिएको बताइएको छ।

यसअघि संसदलाई सर्वाधिकारसम्पन्न बनाउने गरी सोमबारको बैठकमा १० बूँदे घोषणापत्र जारी गर्ने प्रस्ताव पेश गर्ने र पारित पनि गर्ने तयारी भएको थियो।

उक्त घोषणापत्रमा राजा र सेना लगायतका सम्पूर्ण विषयमा संसदले निर्णय गर्नसक्ने र त्यसमा उल्लेखित कुनै बुँदा संविधानको कुनै धारा-उपधारासित बाझिएमा त्यस्तो धारा-उपधारा स्वतः खारेज हुने व्यवस्था गरिएको थियो।

१. व्यवस्थापिकाका सम्बन्धमाः
१.१. नेपालको व्यवस्थापिकाका सम्बन्धी सम्पूर्ण अधिकार प्रतिनिधिसभाद्वारा प्रयोग गरिनेछ । कानुन निर्माण गर्ने प्रक्रिया प्रतिनिधिसभाले निर्धारण गरेबमोजिम हुनेछ ।
१.२. संविधानसभाको मार्गमा अघि बढ्ने प्रक्रिया प्रतिनिधिसभाले आवश्यकताअनुसार निर्धारण गर्नेछ ।
१.३. प्रतिनिधिसभाको अधिवेशनको आहृवान र अन्त्य देहाय बमोजिम हुनेछ ।
क प्रधानमन्त्रीबाट अधिवेशनको आहृवान हुनेछ र प्रधानमन्त्रीको सिफारिसमा सभामुखबाट अधिवेशनको समापन गरिनेछ ।
ख प्रतिनिधिसभाको अधिवेशन चालु नरहेको वा बैठक स्थगित भएको अवस्थामा अधिवेशन वा बैठक बोलाउन वाञ्छनीय छ भनी प्रतिनिधिसभाको सम्पूर्ण संख्याको एक चौथाई सदस्यहरूले सभामुख समक्ष समावेदन गरेमा सभामुखले त्यस्तो अधिवेशन वा बैठक पन्ध्र दिनभित्र बस्ने गरी मिति र समय तोक्नुपर्नेछ ।
१.४ नेपाल राज्यको मन्त्रिपरिषद्, प्रशासन, प्रहरीलगायतका सम्पर्ूण्ा कार्यकारी अंगहरू प्रतिनिधिसभाको मातहतमा हुनेछन् ।
१.५. प्रतिनिधिसभाले प्रतिनिधिसभा नियमावली स्वयम् बनाई लागू गर्नेछ ।

२. कार्यकारिणीका सम्बन्धमा
२.१. नेपाल राज्यको सम्पूर्ण कार्यकारिणी अधिकार मन्त्रिपरिषद्मा निहित रहने छ ।
२.२. मन्त्रिपरिषद्ले प्रतिनिधिसभाको विश्वासको मत लिनुपर्नेछ ।
२.३. प्रमको सिफारिसमा प्रतिनिधिसभा सदस्य नरहेको व्यक्ति पनि मन्त्रिपरिषद्मा मनोनित हुनसक्नेछन् ।
२.४. मन्त्रिपरिषद् र मन्त्रीहरू सामूहिक रुपमा र आफ्नो मन्त्रालयको कामका लागि व्यक्तिगत रुपमा समेत प्रतिनिधिसभाप्रति उत्तरदायी हुनेछन् ।
२.५. सरकारको कार्यविभाजन र कार्य सम्पादन नियमावली मन्त्रिपरिषद्बाट पारित भई प्रतिनिधिसभामा प्रस्तुत गरिनेछ ।

३. सेनाका सम्बन्धमा
३.१ 'शाही नेपाली सेना' को नाम परिवर्तन गरी 'नेपाली सेना' गरिनेछ ।
३.२. सेना परिचालनसम्बन्धी सुरक्षा परिषद्को विद्यमान व्यवस्था खारेज गरिएको छ । नेपाली सेनाको गठन नियन्त्रण, प्रयोग र परिचालन मन्त्रिपरिषद्ले गर्नेछ ।
३.३. नेपालीसेनाको प्रधानसेनापतिको नियुक्ति मन्त्रिपरिषद्ले गर्नेछ । सोको अनुमोदन प्रतिनिधिसभाले व्यवस्था गरेबमोजिम हुनेछ ।
३.४. सेनाको परमाधिपतिसम्बन्धी विद्यमान व्यवस्था खारेज गरिएको छ ।
३.५. सेना परिचालन सम्बन्धी मन्त्रिपरिषद्को निर्णय ३ दिनभित्र प्रतिनिधिसभाले तोकेको समितिमा प्रस्तुत भई अनुमोदन हुनुपर्नेछ ।

४. राजपरिषद्का सम्बन्धमा
राजपरिषद्को विद्यमान व्यवस्था खारेज गरिएको छ । त्यसले गर्दै आएका आवश्यक काम प्रतिनिधिसभाले व्यवस्था गरेबमोजिम हुनेछ ।

५. राजदरबार सम्बन्धमा
५.१. राजगद्दी उत्तराधिकार सम्बन्धी कानुन बनाउने, संशोधन गर्ने र खारेज गर्ने अधिकार प्रतिनिधिसभामा रहनेछ ।
५.२. श्री ५ को खर्च र सुविधा प्रतिनिधिसभाको निर्णय बमोजिम हुनेछ ।
५.३. श्री ५ को निजी सम्पत्ति र आयमाथि कानुन बमोजिम कर लाग्ने छ ।
५.४. श्री ५ बाट संविधान र कानुन विपरित गरे भएका कामहरूका बारेमा प्रतिनिधिसभा र अदालतमा प्रश्न उठाउन सकिनेछ ।
५.५ 'श्री ५ को सरकार'लाई अब उप्रान्त 'नेपाल सरकार' भनिनेछ ।
५.६. विद्यमान राजप्रसाद सेवाको व्यवस्था खारेज गरी राजदरबारमा निजामति सेवाबाट आवश्यक कर्मचारीहरू खटाइनेछ ।
५.७. राजदरबारको सुरक्षा प्रबन्ध मन्त्रिपरिषद्ले व्यवस्था गरेबमोजिम हुनेछ ।

६. विविध
क प्रतिनिधिसभाको नियमावलीमा तोकिएका र्सार्वजनिक पदधारण गर्ने पदाधिकारीहरूले यो घोषणापत्रप्रति आस्था प्रकट गरी प्रतिनिधिसभाबाट तोकिएको समय र ढाँचामा शपथ लिनेछन् । शपथ लिन इन्कार गर्ने पदाधिकारी पदमुक्त हुनेछन् ।
ख यस घोषणासँग बाझिएका नेपाल अधिराज्यको संविधान २०४७ र अन्य कानूनका व्यवस्थाहरू बाझिएको हदसम्म अमान्य हुनेछन् ।
ग यो घोषणाको कार्यान्वयनमा आइपर्ने कुनै पनि बाधा व्यवधान प्रतिनिधिसभा स्वयम्ले निर्णo गरी अनुकूल गर्न सक्ने छ ।

deuba became really poison for the development of nepal, he should be thrown out form the politics. why he is against this announcement. Is he royal boy? If he has strong support for king why does he not come directly as king supporter and against development of nepal?

I hope you read a thread couple of months ago i.e when he was at columbia university in NY and the way Keshab Sedai said it. I respect Keshab Sedai, It looks like he knows Nepali politics and Deuba Very WELL.

Suffice it to say that having a person like Disgraced PM Deuba at Columbia University is a joke in itself. He is not eligible for a U.S. visa by all means. It seems like the U.S. embassy did make a mistake on this one. Deuba should be taken as an Enemy of Democracy and a cheap tool of King G. Being in New York City, most of the time I do recognize bull.... and no matter how hard we try to clean the toilet, it will again get dirty: reforming Deuba is a similar futile task. We should leave this guy behind and look for a People's Nepal through new generation of leadership. Mr. Deuba has caused enough pain to Nepal and it would be better for him to stay out of the democratic movement.

Next time around I will work very hard to revoke his U.S. visa. I do not want to see an Enemy of Freedom in the land of lady liberty

Lately Deuba has published a press release and told that he was misquoted and he is comitted to the decision of SPA.

I remember, when gyane sacked him first time, some of Deuba's colleagues were told (by deuba) that he has been promosed to get the PM post after a few months again. Eventually, he got it for the second time sack. If you all remember, he is the puppet PM who played a major role in 6 fold increase in palace's expenditure. he is that PM who gave 3 'karod' to helen saha (a gyane's relative) for treatment in foriegn medical.

once in a while! this press release is just a drama. Deuba has already indicated in BBC radio that the country head should be the Army chief, that means king is gonna be the chief of army unless the poor nepalese people can throw out the king (with army) out of nepal.
