If it is for a child, there MIGHT be some provisions of free insurance regardless of your immigration status in certain states. Since you are in F1, certain states MIGHT grant free insurance to your child. It is just my assumption based on the experience of one of my friends who was F1, his wife being F2. They were expecting a baby, and the state where they were living refused to provide any kind of insurance to the pregnant mother and the would be child. However, another state provided free insurance to the pregnant mother and the child too. The mother got Medicare or Medicaid (I forgot which one now) during her pregnancy to 6 months after the birth of the child. The baby still has same insurance based on the fact that the father, F1, and the mother, F2, still do not earn any money in the USA. He took help from his friend and sent his pregnant wife to that state, and later, he also transferred. So basically, it is based on the state. You may want to check the county where you are living to find out what sort of insurance is available for your wife and the child though your situation is little different since your child is already born. I am hopeful that states like Texas, California, Illinois might have some provision for your child. NOT sure about you and your wife though.
